PAHRA Statement on the Postponement of the ICC Confirmation Hearing of Duterte

The Philippine Alliance of Human Rights Advocates (PAHRA) expresses its deep disappointment over the postponement of the International Criminal Court (ICC) confirmation hearing on the case of former President Rodrigo Duterte. This delay prolongs the quest for truth and justice for the thousands of victims of extrajudicial killings and other grave human rights violations committed under his administration’s so-called “war on drugs.”
Every day that justice is delayed adds to the suffering of victims and their families who continue to seek accountability, closure, and redress. The postponement risks sending a dangerous signal that those who wield power and commit mass atrocities can continue to evade justice. Justice delayed must never mean justice denied.
The climate of impunity fostered by the Duterte administration remains a grim reality. Local accountability mechanisms have failed to address the widespread and systematic killings, and domestic remedies remain inaccessible to many of the victims’ families. In this context, the ICC stands as a vital venue of last resort. Its proceedings must move forward without undue delay to ensure that international justice mechanisms remain credible and responsive to the cries of victims.
We call on the Marcos Jr. administration to fully cooperate with the ICC and cease obstructing international accountability efforts. As a State that remains bound by international human rights obligations, the Philippines must show its commitment to justice, truth, and the rule of law.
PAHRA stands in solidarity with all victims and survivors. The struggle for justice is far from over. We affirm our commitment, alongside our networks and allies, to continue pressing for accountability and ensuring that those responsible for crimes against humanity are held to account.
Justice may be delayed, but it cannot be denied.
